Building More Housing

  • Advanced a historic five-year, $25 billion housing plan to create or preserve 100,000 affordable homes, with 70,000 already completed or underway.
  • Authorized the new 485-x housing incentive to drive construction of affordable homes and rescued 71,000 units that were at risk under the expired 421-a program.
  • Enabled affordable housing incentives and helped unlock the ability to convert up to 120 million sq. ft. of underused office space into housing in New York City, paving the way for up to 18,000 more homes.
  • Lifted an arbitrary limit on housing development that stifled growth in New York City for more than six decades, allowing thousands more homes to be constructed on the same lot. The authority was used for the recent Midtown South MX rezoning’s nearly 10,000 new homes.
  • Committed an additional $1 billion to secure passage of “City of Yes for Housing Opportunity,” the most impactful pro-housing rezoning in New York City’s history, expected to produce more than 80,000 new homes.
  • Created the Pro-Housing Communities Program, giving municipalities access to $750 million in state funding by adopting pro-housing policies. To date, nearly 400 communities have been certified, helping build up to 20,000 more homes statewide.
  • Secured strong anti-price-gouging and eviction protections to keep renters safe from unreasonable rent spikes.
  • Took action to curb mass home purchases by private equity, helping level the playing field for everyday homebuyers.
