Historic redlining and modern predatory lending practices have significantly destabilized housing in East Buffalo and stymied the ability for individuals, families, and the community to build wealth. As a down payment on a longer-term investment in housing, the State is taking immediate steps to assist struggling homeowners in East Buffalo. To apply, residents must currently reside in one of the following ZIP codes: 14204 - 14206 - 14208 - 14209 - 14210 - 14211 - 14212 - 14214 - 14215. These are the communities in Buffalo with the highest housing distress indicators and the highest concentrations of homeowners who have historically been subjected to housing discrimination.
Programs
Buffalo East Homeowner Assistance Program (BEHAF) - $15 million
Grants for homeowners at risk of tax foreclosure. This program is dedicated to assisting homeowners who are behind on their local or county property taxes, local school taxes, water, sewage or user fees.

Buffalo East Homeowner Improvement Program (BEHIP) - $20 million
Grants for homeowners in need of emergency home repairs. The program provides grants to homeowners of up to $40,000 to address critical home repair needs, including replacement of major systems (roofs, heating, foundations, etc.).

Buffalo East Down Payment Assistance (DPAL Plus) - $4 million
Grants for prospective homebuyers in East Buffalo who need assistance with down payment costs. The program provides up to $30,000 in non-interest bearing, non-amortizing down payment assistance to low- and moderate-income homebuyers. Applicants must come from the targeted ZIP codes, but may purchase a home anywhere in New York State. The DPAL funding is fully forgiven if the homeowner remains in the home for 10 years.
