Proclamation
Whereas, the State of New York joins in celebrating a heritage of unbreakable resilience, noting that for centuries, the people of Ukraine endured profound struggles to achieve an autonomous nation, resolutely preserving their rich culture, distinct language, and national ethos; and
Whereas, on August 24, 1991, the Parliament of Ukraine formally declared the independence of Ukraine as a sovereign and democratic republic, establishing a territorial integrity that was triumphantly ratified that December by over 90 percent of the Ukrainian people in a historic national referendum; and
Whereas, following the Russian Federation's invasion of the Crimean Peninsula in 2014 and the full-scale invasion launched without provocation against Ukraine in 2022, the Ukrainian people continue to endure intolerable hardships and crimes against humanity; and
Whereas, the inherent sovereignty and domestic jurisdiction of Ukraine remain absolute and inviolable, despite the ongoing foreign military occupation of its lands; and
Whereas, we honor the courage and supreme sacrifices of the Armed Forces and Territorial Defense Forces of Ukraine in their heroic protection of their home; and
Whereas, New York State is proud to have the largest population of Ukrainian Americans in the United States, and we stand with Ukraine and the millions of victims of this unjust war who are in our thoughts as they come under constant attack; we welcome Ukrainians fleeing the brutal Russian invasion and forcibly displaced from their beloved homeland, and are ready to provide assistance through social and humanitarian resources, job training, immigration, and resettlement services; and
Whereas, it is fitting and proper to promote widespread awareness and understanding of Ukraine’s historic perseverance, fostering a spirit of mutual support for the Ukrainian people in their pursuit of peace, justice, and self-determination; and
Whereas, the Ukrainian American community in New York State serves as an indispensable and vibrant thread in the cultural tapestry of our diverse population, deeply enriching our communities through their cherished traditions, language, music, dance, and culinary heritage; and
Whereas, on the historic occasion of the 35th Anniversary of Ukraine’s Independence, New Yorkers are commended for opening their homes and hearts to Ukrainian refugees and providing humanitarian relief, and are encouraged to continue this steadfast support and commemoration of a people whose determination to preserve freedom inspires the world;
Now, Therefore, I, Kathy Hochul, Governor of the State of New York, do hereby proclaim August 24, 2026, as
Independence Day Of Ukraine
in the Empire State.
Given under my hand and the Privy Seal of the State
at the Capitol in the City of Albany this twenty-fourth day
of August in the year two thousand twenty-six.
Kathy Hochul, Governor
