Governor Kathy Hochul today announced that Delta-X Global Corp. has committed to establishing its US research and manufacturing headquarters in the City of Rochester, Monroe County. The Advanced Technology business,  named Delta-X Imagine,  will invest $25 million to purchase and renovate the building at 1964 Lake Ave, which is the home of AIM Photonics Testing, Assembly and Packaging facility, as well as the second facility near the Frederick Douglass Greater Rochester International Airport. The company plans to establish its research and development facility at Lake Avenue location whereas manufacturing operations will be located at the Airpark Road facility. As a result, Delta-X Global Corp. has committed to creating up to 102 new jobs in the region. The company expects to be fully operational in Rochester by the first quarter of 2026.

"Delta-X Global’s move to New York State will be a game changer for the Finger Lakes economy,” Governor Hochul said. “Through the redevelopment of this facility, this forward-thinking company will create good jobs and help us rebuild this region after hardship brought on by the pandemic. The employment opportunities this headquarters will bring are invaluable and I look forward to working with them as we create a better, stronger New York.”

The AIM Photonics TAP facility currently occupies two floors of the Lake Avenue facility and will remain at the site. With the expansion to Rochester, Delta-X Global Corp., which is known globally as a leader in data security solutions, photonics and digital printing, will develop a supply chain network for the collaboration, development, testing, and manufacturing of silicon photonic devices and components.

Delta-X Global Corp. is an innovative, performance-driven company that designs, engineers and manufactures high-performance, fully automated solutions for industrial and digital automation, printing, security and encryption platforms. The high technology company services customers in the healthcare, ID, telecommunications, payments, E-Commerce and FMCG industries among others across the globe.

CEO of Delta-X Global, Derek Dlugosh-Ostap, said, “The market demand for Advanced Manufacturing and Digital Transformation Solutions  continues to outpace all expectations, as global brands and  governments increasingly look for solutions in digital technologies to improve security, operational efficiencies and supply chain. Delta-X provides solutions that help private and public sector customers to establish a more robust supply chain for Mission Critical products, technologies and services. Our unique business is well-positioned to address those needs, and the launch of Delta-X Imagine Hub here in Rochester, New York will be a great first step in bringing expanded Digital Transformation capability to our US customers. Rochester is known for fostering talent through nation’s premier research universities with graduates and faculty members addressing technological problems of high complexity. Additionally, companies like Kodak, Wegman’s and Xerox have developed a culture of commitment to innovation. When it came to establishing location for our US headquarters, proximity to talent and supply chain played a significant role.  We look forward to building a successful business, creating opportunities while leveraging resources of this great city and the Finger Lakes Region.”

The company will leverage the existing facilities infrastructure of 260,000 square-feet of cleanroom and fab space and allow startup and smaller manufacturers to re-shore their semiconductor manufacturing or consider a foundry-based business model. The company’s current US fabless design sector is dependent on contract foundries, primarily located in East Asia, to manufacture their products and on sales to customers outside of the United States, particularly in China. The Delta-X Imagine Fab project will have a positive impact on start-up foundry model businesses with its ability to access over 80,000 square-feet of cleanroom space available at the Lake Avenue site.

Empire State Development will provide up to $3.5 million through the Excelsior Jobs Tax Credit Program in exchange for the job creation commitments. Monroe County, the city of Rochester and Greater Rochester Enterprise are also assisting the company with this forward-thinking project.

Acting Empire State Development President, CEO & Commissioner Hope Knight said, “Delta-X Global Corp.’s decision to establish its state-of-the-art U.S. headquarters in the Finger Lakes region is terrific news. Through the Governor’s focused efforts to fuel the revitalization of regional economies, high-tech companies are leveraging local talent and resources to create the jobs and market opportunities of tomorrow.”

The high-tech company’s move further builds on the continuing success of Eastman Business Park, the site where Kodak began manufacturing photographic film and paper Amore than a century ago. The campus continues to be repurposed, helping to reinvigorate the region. Today, the campus supports almost 114 companies, employing over 6,000 people. In addition to Delta-X Global Corp, LiDestri Food and Drink, Kodak, DuPont, L3 Harris, Columbia Care, Ortho Clinical Diagnostics, Love Beets, Li-Cycle, and Acquest Development are among several companies operating at the business campus. The repurposing of Eastman Business Park is a top priority for the Finger Lakes Regional Economic Development Council.

Senator Jeremy A. Cooney said, “I am proud to welcome Delta-X Global Corp. to our region. By bringing well paying, sustainable jobs and economic growth, this investment helps foster downtown revitalization and continues a legacy of innovation on the site where George Eastman began his generation defining work. I am grateful to Empire State Development, Greater Rochester Enterprise, the City of Rochester, and Monroe County for their support of this partnership and look forward to the impact this 21st century industry’s headquarters will have in equipping Finger Lakes Forward.”

Assemblymember Sarah Clark said, “Today’s announcement reflects the economic growth happening in our region. Rochester’s rich history in manufacturing and research is only continued with Delta-X’s commitment to our region, while also creating more than 100 new quality employment opportunities. Thank you, Delta-X, for choosing Rochester and to Finger Lakes Forward and Empire State Development for your continued investment in our local workforce and economy.”

County Executive Adam Bello said, “This move by Delta-X Global Corp. further proves why Monroe County was recently named the top area in the county to jump start our nation’s innovation economy. Monroe County is not only a leader in economic development, but is the perfect home for tech companies, and the high-paying, skilled jobs they produce. We are proud to support these businesses, and thank New York State for continuing to promote job growth in our region.”

Rochester Mayor James Smith said, “The announcement of more high-tech jobs coming to Eastman Business Park continues Rochester’s renaissance as a City of Companies rather than a Company City. I’m glad City government was able to partner with Governor Hochul and our other government and private sector partners to bring a cutting-edge firm like Delta-X to our community.”

Rochester Mayor-Elect Malik Evans said, "I want to welcome Delta X Global Corp. to Rochester. The creation of more than 100 jobs and the 25 million investment in the Lake Avenue facility will increase the vibrancy of Rochester. I applaud Delta X for recognizing the talent in Rochester, and I am also grateful for the role ESD played in Delta X Global Corp's decision to establish a headquarters in our great city."

President and CEO of Greater Rochester Chamber of Commerce, and Finger Lakes Regional Economic Development Committee Co-Chair, Bob Duffy, said, “We welcome Delta-X Global Corp. to the Greater Rochester, New York region, where talent, resources, and a history of innovation provide a fertile ground for the growth and advancement of this forward-thinking company. Thank you to Governor Kathy Hochul, County Executive Adam Bello, and City of Rochester Mayor-Elect Malik Evans for helping to position Delta-X Global Corp. for success in our region.”

President and CEO, Greater Rochester Enterprise, Matt Hurlbutt, said, “Talent, strategic business partners, and the ability to quickly connect and leverage assets made the Greater Rochester, NY region the smart location for Delta-X’s expansion. Numerous economic development partners collaborated to ensure Delta-X Global received a comprehensive package of benefits to accelerate its business growth plans.”
