Governor Hochul Announces Ratification of 7-Year Labor Agreement With Law Enforcement Union Council 82

Contract Approved with Overwhelming Council 82 Member Support

Council 82 Includes Corrections, Law Enforcement and Security Supervisors Across New York State

Governor Kathy Hochul today announced the ratification of a seven-year labor agreement with the New York State Law Enforcement Officers Union, Council 82, AFSCME, AFL-CIO. The agreement, which runs until March 31, 2023, won the approval of 94.7 percent of Council 82 members who cast ballots.

"This contract agreement fairly and appropriately compensates the hardworking men and women of Council 82," Governor Hochul said. “I applaud the union membership for voting for this agreement, which recognizes the important work that members of Council 82 carry out every day in serving New Yorkers.”

The ratified contract, covering corrections, law enforcement and security supervisors in the Department of Corrections and Community Supervision, Office of Mental Health, Office for People with Developmental Disabilities and other agencies, includes a 2 percent salary increase for each year of the 7-year agreement. The contract also includes other increases to compensation and health insurance changes consistent with other agreements reached by the State.

President of Council 82 Ronald Walsh said, “This is a fair and responsible agreement that is in the best interest of everyone concerned – the State of New York, the taxpayers, and our members – and the vote reflected that fact. It brings an overdue contract to completion, and it demonstrates the strong support and commitment of Governor Hochul to the State’s corrections and public safety employees and their mission. Council 82 is also very grateful for the assistance of AFSCME President Lee Saunders and the entire AFSCME New York team throughout the negotiations process. Without them this good contract would not have been possible.”

Council 82 represents over 3,000 correction officers, police officers, deputy sheriffs, emergency dispatchers, and other public safety personnel across New York State, including the approximately 450 Correction Lieutenants, Chief Safety & Security Officers, and Security Hospital Supervisors in this bargaining unit.
