Governor Hochul Announces Corning Incorporated's $139 Million Investment to Grow Operations in Monroe County

Expansion of Operations to Create More Than 270 New Jobs in the Village of Fairport and Town of Gates, Addressing Growing Demand in the Semiconductor Market

$5 Million New York State Investment Complements "Finger Lakes Forward" - The Region's Comprehensive Strategy to Revitalize Communities and Grow the Economy

Governor Kathy Hochul today announced support for Corning Incorporated's investment to grow its operations in the Finger Lakes region. The company will expand operations at two Monroe County locations, aimed at meeting demand in the rapidly growing semiconductor market and supporting increasing stability in this vital supply chain. Corning's expansion efforts will create over 270 new jobs at its Village of Fairport location, which is scheduled to be completed in 2024. This will include the expansion of its administrative and manufacturing facilities, as well as the establishment of a Development and Engineering Center of Excellence nearby. Additionally, the company will equip a new Laser Optics production facility at Jetview Drive in the Town of Gates, which is targeted for completion in 2023.

Corning elected to grow the footprint of its Advanced Optics business in the Finger Lakes region since it is globally known as the optics, photonics, and imaging (OPI) capital of the world. It is home not only to the AIM Photonics Testing, Assembly and Packaging facility, but to the University of Rochester's Institute of Optics, the Rochester Institute of Technology, and to over 100 local OPI companies. The region has the skilled workforce, technology base, support network, and resources to optimally launch and grow OPI businesses.

Corning's investment comes at a crucial time when there is a global shortage of semiconductors or "chips," which has been exacerbated by the COVID-19 pandemic. Since the start of her administration, Governor Hochul has stressed the importance of ensuring New York State's role in developing a robust ecosystem in advanced manufacturing.

Headquartered in Corning, New York, the company is a large employer in New York with more than 7,000 employees across the state and approximately 62,000 worldwide.

Empire State Development is assisting Corning with the planned expansion by providing up to $5 million in performance-based Excelsior Jobs Tax Credits in exchange for the job creation and investment commitments. Monroe County and Greater Rochester Enterprise are also assisting with the projects. The total project cost for the expansion at both facilities has been placed at $139 million.

Accelerating Finger Lakes Forward
Today's announcement complements "Finger Lakes Forward," the region's comprehensive blueprint to generate robust economic growth and community development. The regionally designed plan focuses on investing in key industries including photonics, agriculture and food production, and advanced manufacturing. Now, the region is accelerating Finger Lakes Forward with a $500 million State investment through the Upstate Revitalization Initiative.
