Governor Cuomo Vetoes 210 Legislative Additions to the 2016-17 Enacted Budget

Governor Andrew M. Cuomo today announced the submission of 210 vetoes in accordance with Article VII of the State Constitution, eliminating pages of unnecessary language from the 2016-17 Enacted Budget.

 

The vetoes include 18 reappropriations for items that had previously been fully paid out. Two additional reappropriations with remaining undisbursed balances under $100 are also vetoed. For many of these items, the original appropriation was created many years ago.

 

A total of 132 appropriations pertain to functions receiving adequate funding within State agency operations, and 15 additional appropriations are fully supported by other appropriations in the Enacted Budget and are therefore deemed unnecessary. 

 

Twenty seven reappropriations have been vetoed previously and therefore cannot be reappropriated, one reappropriation has no original appropriation so cannot be valid, and one appropriation is a duplicate. 

 

Finally, 14 appropriations are vetoed on constitutional grounds such as that the purpose of the reappropriation was changed.
