Cuomo: "On a good day telemarketer calls are a nuisance - during times of emergency they can impede residents' ability to get the information they need to stay safe. By signing this measure into law, we will help ensure New Yorkers receive potentially life-saving notifications in real time, creating a safer Empire State for all."

Governor Andrew M. Cuomo today signed legislation (A.117A/S.4020A) prohibiting telemarketers from knowingly making unsolicited sales calls to any individual in a city, county, town or village during a declared state of emergency.

"On a good day telemarketer calls are a nuisance - during times of emergency they can impede residents' ability to get the information they need to stay safe," Governor Cuomo said. "By signing this measure into law, we will help ensure New Yorkers receive potentially life-saving notifications in real time, creating a safer Empire State for all."

Open lines of communication are crucial to disseminating emergency notifications and information to the public during states of emergency. As we face a future where extreme weather events are becoming the new normal and as we respond to other emergencies, this measure takes appropriate steps to help ensure lines of communication remain open and individuals are not inundated with unrelenting telemarketing calls during emergencies.

Senator Kevin Thomas said, "Dealing with a state of emergency is difficult enough, New Yorkers should not be disrupted by intrusive phone calls while they are focusing on the safety of their families. I applaud Governor Cuomo for passing this important legislation."

Assemblymember David Buchwald said, "During states of emergency caused by severe storms or other disasters, residents need open lines of communication to the outside world. What residents don't need during a state of emergency is their phone access interrupted by calls from telemarketers. I thank Governor Cuomo for signing this legislation to rein in these unscrupulous telemarketers."
