Governor Cuomo Announces Fourth Round of Term 3 Administration Appointments

Governor Andrew M. Cuomo today announced new appointments to his administration.

"After passing the broadest, most sweeping state budget that we have done, I am proud to continue this administration's record of delivering real results for New Yorkers with this team of dedicated public servants," Governor Cuomo said. "As the Federal government continues to challenge New York's core values, I look forward to working with these talented individuals to continue New York's upward momentum."

Marie Therese Dominguez will be nominated Commissioner of the Department of Transportation. Ms. Dominguez has worked in the transportation, water and energy infrastructure, safety, and logistics sectors for over 20 years, having served in numerous leadership positions within the Federal government, most recently in 2015 when President Obama nominated and the U.S. Senate unanimously confirmed Ms. Dominguez to serve as Administrator of the Pipeline and Hazardous Materials Safety Administration (PHMSA) at the U.S. Department of Transportation. At PHMSA, Ms. Dominguez managed the development and enforcement of safety regulations and oversaw safety operations for the nation's interstate gas and liquid pipelines as well as all hazardous materials shipments by rail, highway, sea and air. She has also served as the Principal Deputy Assistant Secretary of the Army for Civil Works at the U.S. Department of Defense, overseeing policy and budget direction for the U.S. Army Corps of Engineers; Vice President for Government Relations and Public Policy at the United States Postal Service, where she led legislative and public policy objectives for the country's then second largest civilian employer; Deputy Chief of Staff and Counsel at the Federal Aviation Administration (FAA); Special Assistant to the Chairman at the National Transportation Safety Board and as a Special Assistant to President Bill Clinton and Associate Director of Presidential Personnel in the White House. She currently serves as the Chief Strategy and Operations Officer for YWCA USA, where she sets the strategic vision and drives innovation and growth for the national organization. Marie Therese obtained her J.D. from Villanova University School of Law and her B.A. in American Studies from Smith College.

David Yassky has been appointed Director of State Policy. Prior to his appointment Mr. Yassky served as Dean and Professor of Law at Pace University School of Law. From 2010 to 2013, he led the New York City Taxi and Limousine Commission, and from 2002 to 2009 he represented a Brooklyn district in the New York City Council, chairing the Council's Committee on Waterfronts and its Committee on Small Business, and authoring legislation creating zoning requirements for affordable housing, emissions standards for taxicabs, and tax incentives for film and television production. Earlier, Mr. Yassky served as Chief Counsel in the U.S. House of Representatives Subcommittee on Crime under then-Representative Charles Schumer. He earned a J.D. from Yale Law School and a Bachelor's degree in Public Policy from Princeton University.

Madhuri Kommareddi has been appointed Director of Workforce Development. Ms. Kommareddi previously served as Director and Head of Credit Investor Relations & Product Management at BlackRock. She previously worked at the Clinton Foundation as the Director of Job One and the Director of Program Development for the Office of Hillary Rodham Clinton. Earlier in her career, Ms. Kommareddi served as a Director for International Economic Affairs at the White House National Security Council and National Economic Council, where she led White House work to convene the first G20 Labor and Employment Ministers meeting. She also has worked as Associate Staff Secretary in the White House, policy aide on the Obama for America 2008 presidential campaign and the Obama-Biden Transition Project, as Policy Coordinator in then-Senator Obama's office, and in a variety of capacities on political campaigns. She is a graduate of Yale Law School, where she served on the Yale Law Journal, and Northwestern University.

Molly Marcy has been appointed Director of Legislative Affairs for Agency Operations. Ms. Marcy brings years of government experience to her new role in the Executive Chamber. More recently, Ms. Marcy served as a Senior Advisor to the Deputy Democratic Leader of the New York State Senate where she developed legislative priorities and provided strategic advice on operational, legislative and political issues. Previously, she was an Assistant Vice President at MirRam Group and Hamilton Campaign Network. She has a Bachelor's degree from SUNY Albany.

Niall O'Hegarty has been appointed Deputy Secretary of Financial Services. Mr. O'Hegarty previously served as the Co-Founder and Managing Director of Cara Equity Partners where he oversees all strategic and operational functions of the firm, which focuses on investing in the litigation finance sector. He previously served in Governor Cuomo's Administration as Acting First Assistant Counsel to the Governor and has spent over a decade as a lawyer in the private sector focusing on state and federal financial and insurance regulatory matters, as well as litigation. Mr. O'Hegarty attended University of Toronto where he received a Bachelor's degree in Political Science, and Osgoode Hall Law School, York University where he received his Bachelor of Laws.

Eric Galarneau will be appointed General Counsel of the Division of Criminal Justice Services. Mr. Galarneau has served in the Office of the Albany County District Attorney for nearly two decades. He currently serves as the Bureau Chief of the Financial Crimes and Special Investigations Unit in the Office of the Albany County District Attorney. He received his Bachelor's degree from McGill University and his Juris Doctor from Albany Law School.

Joanne Hernandez will be appointed Senior Policy Advisor for Transportation. Ms. Hernandez currently serves as a Senior Safety Engineer at the Port Authority of New York and New Jersey. Prior to this role, she was a New York State Excelsior fellow at the Port Authority of New York and New Jersey. Ms. Hernandez received a B.A. from New York University and a M.P.A. from the Marxe School of Public and International Affairs Baruch College.
