Truck Industry Equipment Manufacturer Will Create Up to 40 New Jobs; 200 Jobs will be Retained
Investment in Established Company Complements "Southern Tier Soaring" - The Region's Comprehensive Strategy to Revitalize Communities and Grow the Economy
Governor Andrew M. Cuomo today announced that truck industry equipment manufacturer Air-Flo Manufacturing will expand its operations in Chemung County. The storied company will purchase the 310,000 square-foot former Belden Connectivity facility on Main Street North in Horseheads, NY where it will consolidate its truck body and accessory manufacturing operations and install new production lines. As a result, the company will create 40 new jobs; 200 full-time positions will also be retained thanks to the support from the state. The expansion project is expected to be completed fall of 2018.
"Air-Flo's continued success and expansion will help to boost economic growth in Chemung County and across the Southern Tier," Governor Cuomo said. "We will continue to invest in companies that are committed to creating jobs and growing their business in New York."
ESD is supporting Air-Flo's growth by providing up to $900,000 in incentives. Up to $475,000 of that will come through a Southern Tier Regional Council Economic Development Grant. Up to $425,000 will be provided through the Excelsior Tax Credit Program and is tied to job creation commitments. Chemung County is also providing incentives for the expansion plan. The total project cost is $ 3 million.
"As I travel and visit our upstate communities, I see the results of this Administration's unwavering commitment to creating an environment that allows businesses to grow," said Lieutenant Governor Kathy Hochul. "Today's announcement is yet another sign that the Southern Tier is soaring. Thanks to New York State's support, businesses like Air-Flo are increasing their investment and creating more good paying jobs in their community. Air-Flo's expansion is another significant boost for Chemung County and the region."
Air-Flo Manufacturing was founded in the 1940's by three brothers who were looking for a better way to harvest onions. To automate the old style of manually harvesting onions, the company's founders developed and patented a mechanical harvester. The unique design used the principle of "air flow" to operate the harvester. During the 1960's, Air-Flo moved into the manufacturing of truck equipment with the introduction of ice control spreaders. By the 1980's, it added dump truck bodies and the now very popular Flo N' Dump multi-purpose dump body to their growing line of truck equipment. In 2000, Air-Flo expanded its manufacturing facilities, opening a new plant in Elmira which is dedicated to the manufacturing of the Pro-Class® and Pro-Max® dump bodies and the Quick-Silver Snow Plow. Recently, Air-Flo has been awarded several state contracts for building class 8 DOT dump truck packages, and as a result, the company is planning to add further manufacturing capacity in the future.
Air-Flo President Chuck Musso said, "Air-Flo is proud to announce the expansion of our manufacturing operations in Chemung County. The growth and success of our company is directly related to the high quality of the truck equipment that is built by our great hardworking employees that have made this area their home. In this expansion, we are pleased to partner with Empire State Development, Southern Tier Economic Growth, and the Chemung County IDA. Air-Flo's future looks very bright in the Southern Tier!"
Empire State Development President, CEO & Commissioner Howard Zemsky said, "Air-Flo Manufacturing's expansion, delivering real jobs and results, adds to the Southern Tier's ongoing story of economic growth and regional success."
Southern Tier Regional Economic Development Council Co-Chairs Tom Tranter, President of Corning Enterprises and Harvey Stenger, President of Binghamton University said, "Through its work, the regional council is committed to supporting the growth of established, successful businesses like Air-Flo Manufacturing. The Southern Tier Soaring economic development plan is truly making a difference, spurring economic development and creating good jobs in the region."
State Senator Thomas O'Mara said, "The expansion of Air-Flo Manufacturing in Chemung County is meaningful economic news for the entire Southern Tier region. It's another testament to the fact that state investment in high-quality, successful manufacturers like Air-Flo will produce benefits for area workers and families, including critical new jobs and economic opportunities."
Chemung County Executive Thomas Santulli said, "We are extremely pleased that Air-Flo is expanding its highly successful manufacturing operations in our community. Their purchase of the former Belden Facility in Horseheads, which will create 40 well-paying jobs on top of the retainment of 200 full time positions, is exactly the type of news our community needs. I want to thank Governor Cuomo and Empire State Development for their continued support in revitalizing the economy of the Southern Tier."
Southern Tier Economic Growth President Mike Krusen said, "Today's announcement is welcomed news for Chemung County and the hardworking employees of Air-Flo. It is a testament to the improving business climate in our region when a valued business partner like Air-Flo chooses to expand its operations in our community. Thank you to NYS for their co-operation on this project."

Accelerating Southern Tier Soaring
Today's announcement complements "Southern Tier Soaring the region's comprehensive blueprint to generate robust economic growth and community development. The State has already invested more than $4.6 billion in the region since 2012 to lay for groundwork for the plan - attracting a talented workforce, growing business and driving innovation. Today, unemployment is down to the lowest levels since before the Great Recession; personal and corporate income taxes are down; and businesses are choosing places like Binghamton, Johnson City and Corning as a destination in which to grow and invest. Now, the region is accelerating Southern Tier Soaring with a $500 million State investment through the Upstate Revitalization Initiative, announced by Governor Cuomo in December 2015. The State's $500 million investment will incentivize private business to invest well over $2.5 billion - and the region's plan, as submitted, projects up to 10,200 new jobs.
