Unprecedented Expansion Will Create Up to 200 Jobs
New Aircraft Manufacturing Facility and Space Propulsion Facility Boost New York’s Growing Space and Defense Industries
Governor Andrew M. Cuomo today announced a $53 million expansion of Moog Inc. in Western New York, adding two high-tech facilities in Elma and Wheatfield and creating up to 200 new jobs in the local space and defense industries. Moog is one of the region's largest employers and has more than 2,500 employees throughout New York State. This unprecedented investment from one of the world’s leading manufacturers of precision control components and systems further fuels the continued economic resurgence in Western New York.
"By encouraging the world's leading industries to expand and develop in Western New York, we build on the remarkable economic resurgence and establish the region as a global center of innovation and manufacturing," Governor Cuomo said. "This expansion will create hundreds of jobs, spur economic development, and drive growth for years to come."
John Scannell, Moog Chairman and CEO, said, "We are excited to be expanding our presence in Western New York and building on our talented workforce in this area. The support from New York State for these long-term investments was instrumental in making the decision to invest in Western New York."
Aircraft Manufacturing Facility, Elma
A new 95,000 square foot manufacturing facility will include new machinery and equipment to further support Moog Inc.’s growing Aircraft Group. The facility will be located on Moog’s campus in Elma, New York. New military and commercial-related contracts are fueling the expansion with the new building holding Moog’s R&D, manufacturing and support functions connected to the U.S. military's F-35 Joint Strike Fighter program and the Airbus A350 commercial airplane. The project, which will create 100 new jobs, was approved for $4 million in Excelsior tax credits, and is expected to be completed by December 2018.
Space Propulsion Facility, Wheatfield
A new manufacturing and test facility for space propulsion will now be built at Moog’s existing facility in the Town of Wheatfield in Niagara County. Moog’s Space and Defense Group currently designs, manufactures and tests a variety of propulsion systems and components for satellites and launch vehicles for commercial and military customers at the facility. The upgraded 10 acre, 87,000 square foot facility will be optimized to support Moog’s growing space propulsion business and includes multiple vacuum chambers to simulate conditions in space. Each test chamber is about 10 feet in diameter and 20 feet high, with walls that are made with about 2 inches of steel. Moog’s propulsion systems are used on satellites for missions that include communication, GPS, weather, television, and scientific research. The company was approved for $4.5 million in Excelsior tax credits for the project. Pending approval of the Niagara County IDA's incentive proposal, the project is expected to be completed in December of 2021 and will create 100 new jobs in Western New York.
Moog currently receives more than 6.4 megawatts of low-cost power from the New York Power Authority in support of its current 2,500 jobs and has submitted applications for additional hydropower and monetary incentives to support these planned expansion projects, which are currently being considered by NYPA.
Lieutenant Governor Kathy Hochul said, “As a Western New Yorker, I always knew this region had great potential. Others are now also seeing that potential as confidence in our economy and a workforce that is second to none result in record investment and job growth in our region. Governor Cuomo’s commitment to putting upstate back on the map is paving the way for companies like Moog, already one of this region’s largest employers, to expand operations and employ even more people, proving that his method of growing business in upstate is working.”
Empire State Development President, CEO and Commissioner Howard Zemsky said, "Advanced manufacturing companies like Moog choose to stay and grow in New York State in part because Governor Cuomo has eliminated the corporate income tax on all manufacturers. Moog’s expansion and commitment to create hundreds of new jobs is a huge win for Elma, Wheatfield and the entire Western New York area; giving residents with math, science and technology skills an opportunity to have a well-paying high-tech job at a world renowned manufacture. "
Gil C. Quiniones, NYPA president and CEO, said, “Moog has been a longtime, valued customer of the Power Authority and we’re thrilled to see that the company is looking to further expand its operations in Western New York. Manufacturing jobs are the backbone to the region’s economy and we at the Power Authority are pleased to provide support for manufacturing businesses like Moog in New York State, helping them to grow and thrive.”
Senator Patrick M Gallivan said, "Moog's expansion in Western New York is a vote of confidence in the upstate economy and the quality workforce in the region. With support from NY state, Moog will create hundreds of badly needed jobs and contribute to the area's economic resurgence."
Assemblyman Angelo J. Morinello said, “The residents of Wheatfield and I welcome the investment and expansion of testing facilities by the Moog Space and Defense Group. The prospect of space exploration and satellites capture the imagination of adults and children alike, and I am thrilled that our community and the Moog Group will continue to work together in pursuit of cutting-edge technological advancements in the years to come.”
Erie County Executive Mark Poloncarz said, “Moog is known internationally and is a key economic component here in Erie County, helping to raise our profile in the business community and highlighting our world-class workforce. This expansion adds to our reputation as a great place for business to invest, and I thank Governor Cuomo and Moog for working together to make it happen.”
Mayor of Niagara Falls Paul A. Dyster said, "The strides Moog has made as one of our nation's foremost advanced manufacturers are second to none and their dedication to our region's workforce is one to be proud of. With this latest investment, Moog has once again demonstrated their commitment to Western New York and the success of our workforce for generations to come."
Steve Weathers, ECIDA President & CEO said, “The ECIDA Board recognizes Moog's importance to our economic growth in Erie County, and approved their application for approximately $2 million in future property tax savings over a ten-year term, and $1.5 million in sales tax savings on construction materials and equipment for this expansion. The competition in other states for global companies like Moog is fierce and this is a great example of our community leaders working together for job creation in Western New York."
Legislator Kathryn L. Lance, Chairwoman of the Niagara County Legislature's Economic Development Committee, said, "The Niagara County Industrial Development Agency and our Center for Economic Development are grateful to Empire State Development for partnering with us to make this a reality. Moog has long established itself as a leader in the highest-tech industries, making great leaps possible from the ground to the stratosphere, and we're glad their story is tied to Niagara County. This 87,000 square-foot upgraded facility--and the 100 good jobs Moog is set to create--are great news for Western New York. We are excited about where Moog is headed, and we're glad to help them launch on that journey."
