Mayra Linares appointed to serve as Citizen Services Representative at Department of State; Rose Rodriguez appointed to serve as Special Assistant for the Division of Employment and Workforce Solutions at the Department of Labor

Governor Andrew M. Cuomo today announced the appointments of Mayra Linares and Rose Rodriguez. Ms. Linares will be appointed to serve as Citizen Services Representative at Department of State and Ms. Rodriguez will be appointed to serve as the Special Assistant for the Division of Employment and Workforce Solutions at the Department of Labor.
“Mayra and Rose are consummate professionals who understand the need to build and improve government’s relationships with New York’s communities,” said Governor Cuomo. “Each of them bring unique experiences in both the private and public sectors that make them particularly suited to work with local communities and small businesses on economic development and outreach.”
Mayra S. Linares said, “Governor Cuomo and his administration have greatly improved our government’s relationships with communities across the state, and I am honored to be part of this team. I am eager to use my private sector experience in public relations and community outreach to increase the ways New York state government can effect positive change in the lives of its constituents. I am excited to work with Governor Cuomo as his administration continues to include all communities in the democratic process.”
Rose E. Rodriguez said “I thank Governor Cuomo for this appointment which will give me an exciting opportunity to return to the public sector. I look forward to applying my previous business consulting and government experience to the Division of Employment and Workforce Solutions to facilitate effective outreach to small and minority-owned businesses across the state. The Governor has already achieved growth in his economic development agenda for New York this past year, and I look forward to our work together to build upon that progress.”
Ms. Linares will be working primarily with intergovernmental affairs on Latino outreach. Before joining the Cuomo Administration, Ms. Linares was the Founder and President of The Maylin Group, Inc., a public relations firm that specialized in corporate/community partnerships. She has also served as a Democratic District Leader for the 72nd Assembly District since 2001. From 2001 to 2007, Ms. Linares was the Director of Community Relations at World Vision, Inc., an international relief agency, where she was responsible for cultivating partnerships and alliances between the New York operation of World Vision and their targeted constituencies, including community and faith-based organizations in the Bronx and Manhattan. In 1996, Ms. Linares was elected as a member of the Democratic County Committee, where she served for five years. In addition, she is an Executive Board Member of the Concerned Democratic Coalition of Northern Manhattan and was the recipient of the Coalition’s Community Service Award for Outstanding Leadership in 2007. Ms. Linares received her B.A. in Political Science from Marymount Manhattan College in 2001.
Ms. Rodriguez will be responsible for outreach and media plan development for the Division of Employment and Workforce Solutions. In addition, she will be the communications, briefing, and legislative liaison for the Division to the Office of Special Counsel. Ms. Rodriguez has more than two decades of experience working with the New York City, New York State and Federal governments. Most recently, she served as a consultant to the non-profit organization, The Committee for Hispanic Children and Families, Inc., where she provided strategic analysis for streamlining waste and mismanagement and strengthened their business model and programs. Previously, she was a consultant to The Espinosa Group, Inc., developing a business model to assist minority owned businesses to better compete for government contracts in the construction industry.
In 2009, Ms. Rodriguez served in Mayor Michael Bloomberg’s campaign as the Director of Latino Outreach. Prior to the campaign, she served in several public service positions on the state and federal levels. She has served as U.S. Senator Hillary Clinton’s Senior Advisor and Director of Constituent Affairs where she built and managed the Constituent Services Department, and was a Presidential White House Appointee in the U.S. Department of Housing and Urban Development. Her previous New York State government posts include serving as the NYC Representative for the New York State Department of Labor Commissioner from 2008 to 2009, and Executive Director of the New York State Governor’s Office for Hispanic Affairs from 1993 to 1995.
Ms. Rodriguez holds a B.S. from Fordham University’s College of Business Administration and a M.P.S. from the Graduate School of Political Management. She received her J.D. from the Fordham University School of Law.
