New Center Replaces the Governor's Appointments Office with a New Recruitment Organization within the Office of General Services

Governor Andrew M. Cuomo today announced the creation of the New York State Center for Recruitment and Public Service (RPS), a new enterprise housed within the Office of General Services (OGS), to replace the Governor's Appointments Office. RPS will reorganize the state government's existing archaic appointment process.
"Attracting the best and brightest to join public service in New York has always been a challenge," Governor Cuomo said. "The old appointments process was disjointed and politicized, and it lacked access to the tools used by today's recruitment professionals. As my administration continues to make government work better for New Yorkers, the New York State Center for Recruitment and Public Service will apply the strategies of the private sector to the hiring process so that we can find the most qualified individuals to serve the people of our state."
OGS Commissioner RoAnn Destito said, "Governor Cuomo has made it clear that the New New York is focused on real solutions to problems, such as the antiquated appointments process, that have stymied government. The New York State Center for Recruitment and Public Service is a natural fit for the Office of General Services and will complement the enterprise services already at OGS including real estate, strategic sourcing, business services and fleet management."
First, tomorrow, OGS will release a Request For Proposal (RFP) so the state can work with an executive search firm that will be tasked with attracting qualified candidates to state government.
Second, this firm will also coordinate with OGS to help the state build its own recruiting operation so that New York state government can compete with the private sector and become an employer of choice. In addition the firm will:
- Better match skills with available positions and candidates
- Reform the background check process for candidates
- Establish and track benchmarks for success
- Strengthen the state's competitive position in the "talent marketplace" by maximizing social media opportunities
To further update the appointments process and keep up with the practices of the private sector, the firm will also help RPS build the New York State Recruitment Portal - an online, interactive website for interested candidates to explore and apply to positions. The portal will serve as a platform to showcase state agencies, public service and career opportunities. It will provide keyword search capability, be able to store multiple resume formats to facilitate automatic submission to recruiters based on position title or occupational category, and include online chat sessions with recruiters.
RPS will oversee hiring and placement for approximately 5,000 unpaid positions and 2,000 staff positions that were previously under appointments.
